About the discussion on the passivity of citizens in the political space, there is a lack of public debate and research on government actions involving citizens in democratic governance. Municipalities insufficient attention to the dissemination of information, electronic democracies publicity and lack of citizens' involvement in the decision making process operating mechanisms, using information technology tools. The purpose of research – to explore the implementation of citizens' involvement in decision making by e-participation in Siauliai city and district municipalities, defining development problems and providing the possible directions of development. This Master‘s work consists of three parts (theoretical, methodological and empirical), conclusions, recommendations, references and appendices. The first part is devoted to scientific discourse analysis of electronic democracy, concepts of „e. democracy“, „e. inclusion“ and „e. participation“ in the definition of diversity disclosure of citizens in the decision making e. participation in local governance and regulatory review of the situation. The second part discusses about research methods, research strategies and an overview of research ethics that were used in this master work. The empirical results of the study are presented in the third part, analysing the citizens‘ involvment in decision making by e. participation mechanisms, tools, problematic aspects and possible development areas of improvement in Siauliai city and district municipalities. The study revealed the existing possibility for citizens to be involved by e. participation in Siauliai city and district municipalities, as well as the preparation of decisions making processes. Summarizing the research results there were findings and recommendations presented. One of the conclusions – the aspiration to involve citizens in the decision making by e. participation is poorly implemented and developed in the investigated municipalities, limiting by e. democracy tools deployment, episodic publicity of e. democracy and it‘s tools, but the lack of public information and inclusion in decision making by e. participation. It can be assumed that lack of the legal regulation, clearly defining of the citizens' systematic involvment and mechanisms in local self-government institutions, implies a passive role in the expansion and development of e. democracy. Based on the outcome of the investigation were formed the directions of development of citizens‘ involvment in the decision making by e. participation in Siauliai city and district municipalities. |
