Abstract [eng] There is a lack of works in the scientific literature containing a systematic analysis of possibilities of improvement of non-formal education services management. The analysis of management of non-formal education services and its improvement based on Lithuanian and foreign scientific literature has been carried out in the present thesis. The analysis has been carried out in theoretical and practical aspect by substantiating the main proposition defended in the thesis that an insufficient assurance of accessibility and inclusion of scholars in non-formal education are the main problem of non-formal education services management. The analysis aims to examine the situation of non-formal education services management in Mazeikiai district municipality by identifying the existing problems and defining possible trends of improvement. The following tasks have been raised on purpose to achieve the goal: to analyse the theoretical aspects of non-formal education management in the context of new public management, to carry out the analysis of the situation of non-formal education services management on the basis of document analysis and legal basis regulation, to analyse the situation and problematic features of development of non-formal education services in Mazeikiai district during empirical study and based on the results of the study to define the trends of improvement of management of non-formal education services. Distinguishment of the trends may significantly help the services providers in increase of accessibility of non-formal education services and inclusion of scholars in the process of non-formal education. The concept of new public management that serves as the theoretical basis of services management is analysed in the theoretical part of the Master’s thesis, also the conception and legal regulation of management of non-formal education services are introduced, the situation of non-formal education services management and possibilities of improvement in Lithuania are presented by distinguishing the need and benefit of inter-institutional cooperation, the sources, advantages and disadvantages of financing reform are stated. The problems of non-formal education services management are identified in the empirical part of the study based on the results of the study of target (Focus) groups discussions and the improvement trends and possibilities are provided. The following problematic aspects requiring attention of the politicians acting the field of education are distinguished: human resources management, search for new forms of education, teachers’ qualification improvement, promotion of cooperation between institutions, improvement of “education environments”, redistribution of a fee for non-formal education services, etc.
