Abstract [eng] This master thesis deals with citizens' participation in local governmen. Resident participation is a very important feature of a democratic society. Democracy would not be possible without the participation of residents as it encourages the collaboration between the government and the people. The purpose of this study is to analyse local resident participation within the municipality. To analyse the local resident participation, the key tasks are: 1) Analyse the conception and the theoretical aspects of resident participation. 2) Analyse resident participation legal regulations in the Republic of Lithuania. 3) Set Skuodas district municipal resident participation forms and expressions. 4) Make recommendations on encouraging resident participation within their municipality. The work consists of three main sections. The first section explores the conception, functions and principals of a local municipality, also the conception, classification and legal regulations of resident participation, as well as the reasons for the lack of it in the communities. The second section looks into the methodology of the analysis, instrument justification and sample characteristics. Third section presents the quantitative and qualitative research results. Local resident participation within their municipality success depends on how actively residents participate in the governing process and how effectively they are able to contribute to the participation process promotion and development, regardless of the fact that the resident participation is regulated by the laws of the Republic of Lithuania.
