Abstract [eng] The master’s final work analyses theoretical and practical problems of guiding management in guaranteeing the safety of society. The selected sphere of the study – the activity of the police commissariat – has not been analysed in Lithuania in the aspect of guiding management. Using the complex study, evoking the questionnaire and half-structured interview, the aim was to reveal the expression of guiding management in the police headquarters, the activities used for the interaction of the police with the society and to recommend the means being able to activate the inclusion of the community into the guaranteeing of the safety of society. 50 members of community, selected according to the set questionnaire criteria (safe neighbourhood group activity in the place of residence, cooperation of community and police in creating safe environment), took part in the opinion study. 6 people were interviewed using the interview method: 2 heads of the Department of public order of Telšiai county police headquarters and 4 community officials. The analysis of the material collected during the study allowed making the following conclusions: 1) on purpose of guaranteeing the safety of society through the increasing of guiding management, it is necessary to activate the municipal institutions, police and communities themselves; 2) in recent years, increasing inclusion of the community into the creation of safe environment and management of that process can be noticed; this is done in communication with police officers by informing them about the events and the problems in the place of residence and thus including into communal activity with the police; 3) the attitude of the society is changing towards the police, much influence on this was made by operative reaction of the officers to legal violations, disciplining of the offenders of safe environment, participation in social life, information sharing with the members of communities; 4) continental administrative activity model, applied in Telšiai county police headquarters and based on administrative law and combined with new elements of state service (emergence of the position of community officers, emphasizing of guiding management), served the purpose. The results of the study tell about the accomplished progress in helping the society to perceive that it can influence the activity of the police for the safety of own, personal safety as well as that of own property, that people can get involved in the creation of safe environment. On the other hand, the heads and officials, having systematic thinking, see that the communities still lack deeper perception and more active participation in educative, communal leisure time spending, occupational events organized together with the police.
