Abstract [eng] The expression of social partnership concept, its initiation and mediation are important in developing specialists’ competences, as after understanding and taking over the importance of social partnership scientists, researchers and practitioners should seek to develop the competences of social environment researchers and strengthen the cooperation based on social partnership. This evidenced that the problems of social partnership development at educational institutions remain relevant in theoretical and practical levels and raise scientific interest. In order to respond, the research problem is concretized by the following questions: what are the essential expression peculiarities of university and pre-school educational institutions’ social partnership? What features influence the effectiveness of university and pre-school educational institutions’ social partnership? What are the development perspectives of both groups’ social partner needs and expectations? The research object is the university and pre-school educational institutions’ social partnership. The aim of the research is to identify the expression peculiarities of university and pre-school educational institutions’ social partnership, the influencing factors, and to ground improvement frameworks of this process. The scope and organization, methods of the research: content analysis of cooperating institutions’ data and survey of experts, during which the experts were provided with semi-standard questionnaire in writing. Eight experts participated in the research, representing the pre-school educational institutions and X University (faculty). The study showed that the social partnership of university, preparing the pre-school education pedagogues and pre-school educational institutions are associated with the quality assurance and development of study programs, student preparation, development of pre-school age children, student preparation works (professional knowledge, competences and development of practical skills). The informants associate the cooperation process with the social partners with the expectations such as sharing the good practices and innovations, dissemination, quality education during which the area professionals are able to develop professional competences, learn from each other. One of the social partnership development areas is the regulation of social partnership, the preparation of social partnership implementation program, concretizing this process’ direction, objectives, and means of implementation by distinguishing the responsibilities, providing results and indicators of effectiveness / impact. Also it is necessary to attribute the coordination functions of social partnership implementation to specific individuals.
