The master’s thesis include: the introduction, theoretical and research parts, conclusions, summary of the master’s thesis in English, annexes. The paper consists of three chapters. The first chapter reveals the theoretical aspects of modernisation of public administration using information and communication technologies. The models of services of public administration institutions are presented and analysed, the comparative analysis thereof is performed. The holistic model of integration of electronic government services is presented to Lithuanian municipalities. In the second chapter, there are analysed the aspects of the issues of services provided by public administration institutions in the context of the public administration reform revealing both positive and negative effects of this phenomenon. In the third chapter, there is presented generalisation of the results of the research performed in Šiauliai Municipality. Both quantitative and qualitative research methods used in the empiric research allowed complete implementing of the raised tasks. |
