A formulation of Lithuania municipalities development of budgets and its execution problems, analysis and systematization of various municipalities budget formation principals and methods crated by Lithuanian and foreign authors are found in the master’s work. Peculiarities and methods of distribution of means between budgets are summarized and financial independency problems of municipality are addressed in the thesis paper. Analysis of Šiauliai district municipality budget volume and structural changes is made and reasons of its changes are summarized. Author’s hypothesis, that Šiauliai region municipality increase of budget income does not ensure the demand of increasing expenses, is confirmed. Evaluation of Šiauliai district municipality budget means distribution expediency and forecast of budget income change for two years has been made. |
