The final master thesis analyses implementation and development opportunities of electronic democracy. The main attention of the master thesis is concentrated on the problematic aspects’ analysis of electronic voting, as the expression of electronic democracy, on the analysis of Lithuanian and foreign researches on electronic democracy. In addition, the use and development opportunities of electronic signature in public sector institutions are highlighted. The analysis of experts’ interview allowed to formulate the conclusion on the problems of electronic democracy implementation, ascertain experts’ opinion on the matters of electronic voting installation; municipal institutions internet websites and documents analysis helped to detect the advantages and disadvantages of electronic democracy development. The research indicated, that the implementation and development opportunities of electronic democracy in theoretical insights are apparently different from the practical implementation of decisions. Therefore, in order, that the development of electronic democracy would reach a higher level, it is necessary to promote the implementation of electronic participation projects, support civic initiatives in the development of cooperation between electronic government and citizens. The obtained research data can be used to modernize the public sector and presented concrete recommendations may contribute to the activation of the interaction between Siauliai city, region municipalities and its people, also, it may increase the transparency of municipalities work, provide the access to the information relevant to the citizens and strengthen public sense of community.
