Abstract [eng] The purpose of this work is to analyze the theoretical aspects of civil service learning needs, to describe juridical peculiarities of civil service learning system in Lithuania and to identify and evaluate the civil service learning needs in local government organizations of region Šiauliai. The theoretical part of this work presents the factors which determine the civil service learning and qualification development system process and the requirements for the civil service. The conception and meaning of the learning needs also the aspects of identification of learning needs are introduced. Innovative learning methods, forms and juridical peculiarities of civil service learning, qualification development system and it’s state in Lithuania are being reviewed. The research methodology, the validity of research instrumentation, the structure of the questionnaire and it‘s characteristics are described in the practical part of the work. The actual involvement of civil service in training process, the evaluation of learning motivation and learning system are also analyzed. The needs for learning content, learning process and innovative learning methods and forms also have been researched. In the next part of the work the generalization of problems arising in all analysis process – literature, legislation analysis and practical research are given. Also the suggestions for solving these problems and making learning system more effective are proposed. The research work has confirmed the hypothesis that the demand of new innovative learning methods and forms in civil service is increasing.
