In this Master‘s thesis the aspects of strategic management of child protection system are being analyzed. Theoretical and legal aspects of child protection system are being analyzed and structurized from the Šiauliai district municipality point of view. SSGG analysis and analysis of external and internal factors was done in order to reveal the directions for improvement of child rights protection service in Šiauliai district municipality. The empirical methods of document analysis and interviews of experts were carried out in order to reveal the activities of child rights protection service in Šiauliai district municipality. 8 respondents from Child protection department of administration of Šiauliai district municipality, from administration of Šiauliai district municipality, from Child protection department of administration of Radviliškis district municipality took part in an interview of experts. All the experts have a higher university education. The research has showed, that there are separated elements and features of strategical management that evolved in the service of child protection in Šiauliai district municipality, but there is a lack of systemic approach to strategic development opportunities. The main problems of Child protection department in Šiauliai district municipality were related to lack of system of services for child and family, lack of prevention of child right violation and lack of human resources. The main strategic priorities of service of Child protection department in Šiauliai district municipality were set: the system of wide range, efficient and accessible services for child and family; innovative and competent teem of specialists; an effective prevention against child right violation. |
