Abstract [eng] The aim of the master thesis is to conduct the evaluation of the implementation of Civil servants training strategy during 2007-2010 in public management institutions in Telsiai. In order to accomplish the declared aim, the analysis of Lithuanian and foreign authors scientific publications in the aspect of strategic management civil servants training has been done; the analysis of the law acts of the Republic of Lithuania, strategic documents, institutions reports, internet sources has been conducted. The research conducted on the basis of scientific literature and document analysis in public administration institutions in Telsiai allowed to ascertain the interface between aims and objectives of civil servants training strategy during 2007-2010 and the policy, priorities of Telsiai district public sector institutions; expert interview analysis based on the three criterion: service, result and effectiveness, allowed to ascertain experts’ oppoinion on the evaluation of strategy, the strategic aims of institutions that are related to civil servants training quality, the implementation of priorities and objectives. Summarized research results indicated that the institutions of Telsiai district pays enough attention to the implementation of the priorities presented in civil servants training strategy, however, during the process some concrete problems emerge: the shortage of particularity of strategy implementation evaluation, lack of finances of civil servants training. The main theoretical and practical aspects of civil servants training and the implementation of civil servants training strategy during 2007 – 2010 in public administration institutions in Telsiai analysis contributed to the formulation of results, identification of the fields that need to be improved and creation of recommendations. Collected research data may be useful for public administration institution while mastering the provisions of civil servants training strategy, for the executive government (Civil Service Department) while improving the education and learning concept and for the education institutions that organises civil servants training.
