Analysis of scientific publications of foreign and Lithuanian authors, legal acts of the Republic of Lithuania, strategic plans, projects, internet sources, systematization and comparison thereof have been selected in order to analyse the issues set for the research. Research of websites of municipal authorities of Šiauliai district has been made. Theoretical (comparison, analysis, generalization etc.) and empirical (interviewing of experts) social research methods have been applied for the research. Legal basis for prevention against corruption, implementation thereof exactly in municipal authorities of Šiauliai district are analysed in the present Master Thesis. Corruption itself and conception of prevention thereof, basic peculiarities, causes and consequences thereof are analysed as well. Which legal acts are the most important ones for proper implementation of legal basis for prevention against corruption, the importance of controlling authorities in these activities, communication and cooperation with them. Analysis of basic concepts is based on theoretical and practical experience of Lithuanian and foreign authors. The empirical research partially proved the hypothesis that legal basis for prevention against corruption is not implemented properly in municipal authorities of Šiauliai district and this influences a chance for various forms of corruption to emerge in the aforementioned authorities. On the basis of the results obtained from interviewing the experts we may draw a conclusion that the results of implementation of legal basis for prevention against corruption improve every year, it is implemented with more responsibility, organizational procedures improve, however, a lot of drawbacks which may form a corruption-friendly environment are mentioned as well such as: lack of funding of authorities in charge for prevention against corruption, the need for reviewing the legal acts regulating prevention against corruption as the current ones do not meet the contemporary situation anymore and are rather ambiguous, contradicting each other, it is complicated to follow them when implementing prevention against corruption.
