Abstract [eng] The principles of the state labour market organization are analyzed in the Thesis: i.e. the institutions realizing the employment support policy; the laws and legal acts regulating the employment and labour market are analyzed; the means of the labour market policy and the financing resources of employment support means are discussed; also the changes of the labour market in Lithuania and the countries which entered the European Union at the same time with Lithuania are analyzed. In order to discover the cooperation of the Labour Exchange and the Private Employment Agencies in realization of the employment policy the example of the Šiauliai city was chosen. In order to achieve this aim an interview of the Private Employment Agencies of Šiauliai about their activity was conducted. The got results and the available data about the activity of the Labour Exchange of Šiauliai gave an opportunity to do the comparative analysis of the activity of those institutions in realization of the employment policy. In order to determine the social opinion about the services provided by the Private Employment Agencies and the Labour Exchange the public opinion poll about the services of the Šiaulių Labour Exchange and the Employment Agencies was conducted. The analysis of the documents, the scientific literature resources and the statistic data enables us to claim that the formulated hypothesis, that the activity of the Labour Exchange in the realization of the employment policy satisfies the EU standards, has been proved. We can also claim that the Šiaulių Labour Exchange and the Employment Agencies are functioning parallel, adding each other.
