Via examination of both the relevant legal acts, the conclusions drawn by scientists in the doctrine, as well as the interpretations given in Lithuanian and European case law the civil liability for the actions of state security and counterintelligence institutions is disclosed in the work. The topic of the work is most revealed through the prism of public liability, emphasizing the duty of the state to compensate for damages it’s institutions commited by their unlawful actions (omissions). |
