In the Law of Education of Lithuania it is stated that the state financing creates normal conditions for the activity of general secondary schools, but when the questions of financing are discussed dissatisfaction is expressed: some say that the money is not always used transparently or not for the due purposes and others claim that the state financing is not enough. The chosen topic is very important as the quality of education depends on its financing. The financial situation in the general schools of Panevėžys region is analyzed in this paper, theoretical and practical aspects of financing are discussed, the status of financing and its tendencies are revealed, comparative analyses of different parts of the region is made and prognoses formulated. Problem: insufficient financing of general secondary schools in Panevėžys region. The object of the investigation: financial situation of general secondary schools and expected changes in Panevėžys region. Hipothesis. It can be thought that financing of general schools in Panevėžys district is insufficient. The aim of the investigation. To analyze the status of financing of general secondary schools in Panevėžys region, to carry out the comparative analyses among different parts of the region and reveal the status of financing at the same time pointing out its tendencies. The tasks of the investigation. To analyze theoretical and practical aspects of financing of education; To analyze the situation of financing of general secondary schools in Panevėžys region. To reveal the tendencies of changing in financing in Panevėžys region. Methodology of investigation. The investigation of quality was carried out. The data of the quality are analyzed using the logical method of induction when the data are surveyed and analyzed using logic. Methods of investigation. Theoretical. Analyses of the content of sources of information and documents of education. Empirical. Interview of the experts. Instruments of investigation. Discussion, open questions. Participants of investigation. Preliminary a group of 20experts was formed 15 of whom took part in the investigation. They were represented by administrative director, chief specialists of finance, heads of financial departments and heads of the departments of budget of local municipalities. Conclusions ٠ After analyzing the data it was stated that due to insufficient number of pupils in smaller schools of Panevėžys region introduction certain amount of money for each pupil solved the problem of financing only partly as the money is used for the financing of the process, but not for achieving the result. ٠ It was revealed that insufficient pay for work does not motivate the teachers of Panevėžys region to refresh their knowledge. When the shortage of teaching equipment is felt, there is not enough IT resources education process becomes dull and uninteresting, pupils motivation goes down which has great influence on the quality of education. ٠ According to the opinion of independent experts insufficient financing of general secondary schools in Panevėžys region is caused by these two factors: only daily costs are financed (wages, services etc.) and at the same time the buildings are old, much money is used for heating, the buildings must be renovated. ٠ It became clear that the more effective use of financial recourses in Panevėžys region is one of conditions influencing the changes in the net of schools in different parts of region. Disorder in the net of schools has influence on using financial resources ineffectively. ٠ It can be believed that after the reorganization of the net of schools in Panevėžys region, empty places at schools will not be financed and at the same time bigger funds and looking for non – budgetary funding will make financing of schools better. |
