Master thesis analyzes and systematizes various functional and performance aspects of Lithuanian and foreign governmental institutions. The study in detail examines method and process of realization in public policy as well as principles and peculiarities of municipal functions. With an example of Siauliai municipality, delegated functions of the State were properly analysed, problems discussed and possibilities of development proposed with an exclusion of social services. The objective stated in the beginning of the Master thesis was embodied – to analyze the delegated functions of the State at the Siauliai Municipality and identify areas for improvement. The author’s thesis, which has to be defended, stating that the delegated functions of the State at the Municipality of Siauliai city have to be refined on, was confirmed. |
