The paradigm of modern training - teaching how to learn, and the definition of traditional physical education subject change require a special training for teachers, which is impossible without appropriate competences. General and specific competences are required for managing all the changes of the process. That is why the object of the study is the competences management of the realization in the activities of physical education teachers. The aim of the study is to estimate the possibilities of the expression of competences in the management context and to suggest means for their management improvement. Theoretical and scientific literature, related with the questions of the management of education, and the physical education teachers‘ expression of competences and their management possibilities in the process of education; the analysis of teachers‘ competences (general cultural, professional, general and specific) expression in the physical education activities is carried out and the empirical research is done by using questionnaire survey (questionnaire is prepared according the model of total quality management of assessment (CAF) and according the example of balanced system of effectiveness indicators). Research methodology and methods: the study is based on modern humanism, pragmatism, realism and the philosophy of total quality management, and theories. The study was conducted using the methods: the study of regulatory documents and literature analysis of selected aspects of the investigation, quality management approach to overall evaluation of the model (CAF) and the balanced system performance model A questionnaire, descriptive statistical methods (ranking position classification for the investigated object, the arithmetic average calculation, the percentage of responses the number of terms) received study treatment, and graphically depict the structure used in Windows, Microsoft Windows, Microsoft Word and Excel programs, facts and laws are used to illustrate the tables, charts. Research sample - 65 Šiauliai secondary school physical education teachers. The study assessed the current situation, found out the main problems, gave recommendations. The results of the study confirmed the raised hypothesis, that the management of competence realization in physical education teachers’ activities is not enough. Significance of the study - the trial took place in schools, a significant period - raising the transition process from training to learning, which is supported by the management competencies. According to the survey findings can simulate physical education teacher competencies resolution process, to select efficient working methods and forms. The recommendations that will improve the quality management competencies expression. Schools are subject to various studies, surveys, self-evaluation and reflection. Therefore, the management of quality assessment methods - Common Assessment Framework (CAF) and the balanced system of performance indicators - the adapted form is recommended for use in schools as a method of self-evaluation and reflection activities to maintain, as a simple and flexible methodology. The study applied the survey method could be included in school governance models that would help effectively manage the education process.
