Abstract [eng] The object of the research: strategy of cohesive development of education. Hypothesis: it is accepted that the element of cohesive strategy development – supply of clients’ needs – is not enforced cohesively in the activities by pedagogical and psychological office and schools special education commissions. (SEC). Constant development of specialists is encouraged to achieve the best results of the activities of Pedagogical and Psychological office (PPO) and SEC of educational institutions. However, these possibilities are not used by teachers. PPO involves the users of its service into general participation of the improvements of actions organization. The purpose of the research: to examine actions of Pedagogical and psychological office from the aspect of cohesive development strategy. Goals of the research: to analyze scientific and educational literature on the topic of cohesive development strategy; its conception; to explore the opinion of PPO and SEC specialists due to fulfillment regulations of cohesive development educational strategy in special educational institutions. Methodology of the research. The methods of quantitative and qualitative analysis have been chosen for the research. The author prepared questionnaires for the PPO, and students’ parents, according to the analyzed literature and principles of creating cohesive organization, qualitative research – the interview of experts questionnaire for the staff of PPO was also introduced. Summarizing the received parents’ answers it is possible to claim that parents do not understand the activities of cohesive development in the reaching of general purpose, also its necessity to unite into general responsible activities to assist the child with special needs. To sum up it is confirmed that SEC is not considered as a significant institution in educational system. The members of SEC themselves are not willing to cooperate cohesively with the various groups interested in giving help to the child. After the experts interview’s research it has been identified that the regulations of cohesive educational strategy development are being recognized and used in the PPO work. Regulations can be fulfilled by informing society and extending cohesive partnership among schools SEC, children with special needs and their parents. The hypothesis, rised in the research work, has been proved within the research and the supply of clients needs is not performed cohesively. Although development of specialists is encouraged constantly, teachers do not use these possibilities. The staff of PPO is searching for the solutions how to involve all necessary participants into the process of child’s upbringing.
