This Thesis analyzes career development review system used in Lithuanian public service in order to identify its imperfections and to foreseen possible directions of development. At the theoretical level career development review system is related to salary and motivation to seek career, however, in practice this system is not as effective as it should be. Law on Public Service and other legislation regulate the assessment of the activities of public servants, and this influences the static nature, whereas its gaps create conditions for the occurrence of subjectivity. Empirical research has shown that despite there exists a regulated process and legal base for the assessment of the activities of public servants, however, the implementation of these measures at State Tax Inspectorate of Taurage County and at Taurage Territorial Labour Exchange does not ensure effective assessment of service activities. When carrying out the assessment of service activities of public servants, it should be more oriented to future results of activities, plans, ability of employees to manage and apply innovations, to identify the lack of knowledge and abilities and to create learning and career plans for employees. |
