Abstract [eng] Master's thesis deal with the European Union (hereinafter – EU) structural assistance for Lithuania in the transport sector: a case study in Vilnius. The theoretical part discloses EU structural support for the concept of an overview of the key administrative, managerial and financial aspects of the basic principles of the strategy development. Second, practical part, identifying the transport sector analysis criteria for evaluation, development approaches, highlighting strengths, weaknesses, opportunities for practical application in Vilnius. After summarizing the results, the opinion concluded that the EU structural support for Lithuania provides more advantages than disadvantages. After interviews with experts and interviews means test analysis shows a significant transport project implementation rate, but not sufficiently developed. The research showed how important for the city to have a good transportation system, arrangement of roads and streets. It is important to implement traffic management schemes have bypasses, roundabouts around the town. This is an effective means of reducing traffic congestion. EU structural support to Lithuania allocated and used on a large scale. This shows the project development, financing for the prepared statements, quarterly/annual financial statement, and other financial documents. However, surveyed competent experts opinion shows the efficiency of assistance to the lack of uptake. In more difficult economic situation in Lithuania, in many areas there is reduced the number of employees (lower financial options to maintain the current state work force). In this case, there is still decreasing the absorption of EU structural support in the performance, although the funding is given to Lithuania. It is worth noting that the State of Lithuania is currently still not able to absorb more EU structural support for the improvement of transport system, improvement or construction and dissemination of opinion that for work covered by labor shortages. Under the project, checks in the document presented results show that the project works during the past two years on construction sites or in advanced non-exceptional seen that the total unemployment, the high cost of the work is due to the difficult economic situation in the country. However, EU structural support is given to the state of Lithuania and in this difficult period. Although less labor costs, but must be responsible for the implementation of projects resulting from the absorption of aid. It is an integral part of necessity, because any time the support may be suspended.
