The aim of Master's Thesis is to explore the problems expression in professional ethics and their solution approaches of municipalities in Taurage region. In order to fulfill the aim of the study the concept of professional ethics is analyzed as well as norms and principles in public service; in more detail the most common problems of professional ethics in the public service are analyzed (conflict of interests, corruption, deception, abuse of public office, sexual harassment). Problems of professional ethics occur by not a properly made decision or action in violation of established norms, principles of activity conducts or rules. The study analyzes the solving models of ethical problems, examines the enhancing preventive role of professional ethics functionality - public servants’ ethical education, significance of ethical codes. A qualitative research on problems of practical professional ethics and their solutions in municipalities has been done. The research showed that municipalities often face such professional ethics issues as confusion of public and private interests and misuse of the organization's assets. The potential approaches to solutions of ethical problems in municipalities of Taurage region are based by relevant legislation of the Republic of Lithuania. The research results may contribute to the professional ethics standards in civil service and improving preventive activities in unethical manifestations as well as in municipalities of Taurage region and municipalities in other regions. |
