Abstract [eng] The work focuses on the case of the use of energy resources in the Lithuanian housing sector. Approximately 96 percent of multi-apartment buildings in Lithuania were built before 1993 and are neither cost-effective nor energy-efficient. Of them, about 24,000 are pending renovation. Efficient consumption of energy resources and energy is one of the key long-term strategic goals of the Lithuanian energy sector given that energy saving constitutes an inevitable challenge at the level of the country and each resident. The work seeks to reveal the multi-sidedness and complexity of the housing renovation process and to evaluate investments in energy efficiency measures relating to the actions of public policy. The work presents a consistent and systematic analysis of the public economic solutions in the area of increasing energy efficiency in the housing sector, by revealing a comprehensive impact on the country’s economic, social and environmental development. The developed evaluation model for energy efficiency investments in the housing sector allows for a regular evaluation of the progress and impact of the interventional state programme while the developed research methodology for energy efficiency investments in the housing sector creates opportunities for further research that would seek to improve evaluation of energy efficiency in housing sector.
