Master’s work deals with main aspects of strategic management, analyses and systematizes theoretical and legal peculiarities of child rights protection system performance. In order to disclose managerial trends of child rights protection system, external and internal factor, SSGG analysis has been performed. Through document analysis and expert interview methods empirical research on assessment and stimulation of child rights protection system performance is performed at Lithuanian and Siauliai Region levels. 7 respondents from the following institutions participated in the survey: Siauliai City Municipality Administration Child Rights Protection Department, Joniskis District Municipality Administration Child Rights Protection Department and Radviliskis District Municipality Administration Child Rights Protection Department. All experts have university education. The research showed that individual strategic management elements and features have been developed in the child rights protection system, i.e. aim formulation, which is the most popular strategy preparation step, relevant services of municipalities, local municipal executive institutions, police, NGOs, schools participate in strategy preparation by preparing and realizing child rights protection, their violation prevention measures, however they perform more individually than in integrated way, so strategy implementation is hindered by non-concentrated child rights protection system. Summary of the research results showed that the main problems are: insufficient drawing of community potential, lack of clear management strategy, absence of strategic management as a system as well as poorly developed evaluation system. Main priorities of Siauliai County child rights protection system development strategy, which would assure high quality of child rights protection, are child rights protection system internal and external setting analysis, development trend assessment, providing strategic aims and ways for their implementation, consistent and continued coordination of child rights protection system specialists joint performance, specifying and concretizing execution functions, close co-operation between institutions and organizations, working in the child rights protection area as well as continued monitoring and comprehensive feedback control. |
