The Final Master’s Degree Work analyses Lithuanian social allowances, their efficiency in supporting poor citizens and encouraging their participation in the labour market. Theoretical part analyses the system of Lithuanian social support, the concept of social allowances as well as the content, conditions; their purpose within the system of social protection is identified. Methodology of assessing the efficiency of social benefits is presented. On the basis of the analysed literature, analysis of change in Lithuanian social allowances in 2000-2009 was performed. Efficiency of social benefits was assessed by calculating the aggregated indicators of efficiency and usefulness of allowances; every allowance was analysed on the basis of three criteria: level, accurateness and work stimulus. The obtained results confirmed the hypothesis, that the current system of income keeping does not stimulate the participation of Lithuanian citizens in the labour market. Development of social allowances should be directed towards conditions of giving the social allowance. Reduction of the income compensation rate and increase of the minimal monthly wage would lead to the fact, that income of the working family is bigger than income in the family which gets social allowances. Therefore, citizens would be more interested in working. |
