In this Master’s thesis, there is Lithuanian social security system reviewed which consists of three parts: social insurance, social assistance and special social benefits. The thesis analyses the concept of financial social assistance. It is extended following two ways: category and testing. The thesis presents the main benefits extended by the social assistance and their description. There was made an analysis of financial social assistance for families for the period of 2007-2009 extended by Skuodas municipality. After the analysis of evaluation of financial social assistance was made, a formulated hypothesis that current rate of reimbursement of incomes reduces work incentives and encourages people to live on benefits was confirmed. At the same time, it reduces the motivation to look for a job and develop own business. It follows as a conclusion that similar tendencies are possible to occur in other district municipalities as well. |
