Abstract [eng] In order to consolidate certain groups of social security in Lithuania, the state pension is introduced, which is the part of the total Lithuanian pension scheme. Since 1994, the number of adopted laws governing state pensions, their appoitment and payment arrangements. These pensions have become an integral part of all social protection. This work revealed the state pension system conception, development and key features. It reviews and analyzes the main Lithuanian legal acts which regulate the state pensions, state social insurance pensions. It also analyzes the Lithuanian Constitutional Court rulings, which led to the adoption of the state pensions of officials and soldiers in particular, legal regulation. The examination of the whole topic deals with the state pension types, the determination of law. It Analyses the characteristics of the state pension system, weaknesses and the key issues disscussed in the persons entitled to receive a state pension, Circle of these retirement - specific characteristics, size and source of payment. It bounds state pensions and state social insurance pension ratio. It must break the link, linking the state pension insurance system to the state pension system, as has resulted in some problems of legal regulation, but the pensions are fully not identical. The examination of the state pension system reform, and prospects, we can say that the state pension has a special place in the social security system, but must seek to ensure that regulation becomes clearer, undermine social justice for all other state residents. Pension reform has shown that it is necessary to respect the constitutional principle of equality of all people, which prohibits discrimination and privileges, and therefore must seek to gradually reduce the persons entitled to receive a state pension, circles and groups.
