Abstract [eng] Relevance of the final work is conditioned by the fact that both in Public and Private sector organizations training requirements for employees are rotating so fast, that personnel capabilities of acclimatization in volatile environment becomes the main contributor supporting organizational competitiviness and it‘s activities efficiency, also it facilitates implementation of the main objectives. Since Lithuania became EU member, the main challenge for Public Administration Organizations was established as personnel preparation with high capabilities of clearing up with permanently growing information and new additional tasks flow and step by step integration into EU Public Sector as equal partner. Despite the fact that resources for public sector employee’s education and refresher courses are limited, organizations must find the most effective way to achieve all strategic tasks and objectives for personnel improvement. The aim of the master‘s work is to check up peculiarities of personnel education and qualification development in Organizations of Public Administration: sponsorship of education, work of educational institutions, training process, preparation of its programmes and unfolding personnel development opportunities in organization considering to existing advantages and shortages; predictable possibilities and threats. In this Master’s work you can find theoretical motivation of personnel development significance, there are unfolded educational priorities, tasks, objectives, requirements. Finally Master‘s work emphasizes the weakest points of personnel improvement courses in Lithuania‘s Public Sector Organizations and once more circumstantiates, that transformations and improvements are neccesary if we want represent our country in the International Organizations as equal partners in the near future.
