Abstract [eng] Master's dissertation, is about a rural development policy at regional and local levels and also to analyze and systematize the of management research the various authors of theoretical and practical rural development. The scientific literature and legislative analysis showed that there is a certain chronological development of the rural development process and the concept of access. One of the potential for rural development of the concept of strategic management theoretical framework could be the LEADER program model aimed at the rural development process involving all interested partners in rural welfare: rural communities, businesses and local government representatives and the local action group. In order to identify strategies for local development issues a research of qualitative content policies and objectives is perfomed. In order to identify differences and similarities of strategies, the survey of qualitative strategies, priorities, measures and actions is done. In order to determine the priorities of the LAG and perspectives. The analysis of taken by the district LAG Radviliskio work is done. The empirical research showed that Radviliskio District Local Action Group (LAG) for rural development strategies had managed mapped on the, cooperation among local governments, businessmen and rural communities, and continued consultation with local residents. So the development strategies have very different strategic goals, strategic business development in areas directions which reveal the LAG and other activities. This leads to new strategies, of smooth and continuous development of surely new process, strategic visions, goals and priorities of population integration into strategies and local development.
