The problems of assessment system of civil servants’ official activities are formulated, theoretical and practical researches of civil servants’ official activities analysed and systematized in the Master’s paper. The study of scientific literature proved that the system of the Lithuanian civil service, flexible and overt for improvement, has been created basically. Flexibility and transparency of civil service legal regulation might be increased, civil service directed more towards seeking for results and increasing effectiveness of the use of allocated resources, management of human resources modernized; the systems of civil servants’ induction, pay, assessment of official activities and motivation might be improved. The performed empirical research proved that the assessment system of civil servants’ official activities is operating in the offices and institutions of the state of Lithuania and municipalities, administration of Ukmerge district municipality, Ukmerge district court and Ukmerge labour exchange. The assessment of civil servants’ official activities is being executed in accordance with the regulations of the Law on Civil Service and other legal acts, regulating the assessment of civil servants’ official activities. Notwithstanding the Law on Civil Service allows promotion of civil servants for perfect performance of their duties, offices do not have enough finances to cover the assessment results. In the current situation, the civil servants’ assessment mechanism is depreciated, deprived of its essence and does not pursue its main function. |
