Abstract [eng] The society of our country is getting more and more worried about the socials problems of the youth especially because of the complicated and restricted solution ways of the problems due to the present hard times situation in the country. One of the most acute problems is the unemployment rate among young people which has been increasing recently alongside with the general rate of unemployment. In 2006 the rate of youth unemployment was 9,8 percentage while by the year of 2009 it had increased by 19,5 percentage points. This research is focused on analyzing and finding the answer to the question if the youth unemployment keeps increasing because of the insufficient services of the labour exchange office and its unsatisfactory functioning while providing young people with an opportunity to acquire working experience which is considered to be one of the most significant criteria for intergration into the labour market. The subject of the research was the youth sevice performed by the Labour Exchange office of Akmene region. After having performed the analysis of scientific literature it appeared that the service aimed at reducing unemployment rate among the young people is a topical scientific problem.There has bee no scientific research explaining how to ensure successful performance of the labour exchange youth service in order to improve young people’s intergration into labour market. This encouraged to have a closer look at this topic and perform an empirical study. The aim of this study is to analyse and motivate the effectiveness of the youth service provided by the Labour Exchange Office of Akmene region as well as the rightness of its approach solvin the problems. To achieve the aim such tasks are being dealt with: 1. 1.In accordance with the national and foreign authors of scientific literature to analyse labour market, the essence of ubemployment as well as structure and sources of employment., theoretical aspects of social services. 2. 2.To provide the analysis of the documents, regulating the services of labour exchange. 3. 3.To provide the statistic analysis of the dynamics of the youth life situation changes. 4. To explore the motivation of young people registered with the employment exchange office and assess their employability using the data based on the survey of the unemployed people and employers, as well as estimate the efficiency of the labour exchange service while intergrating young people into the efficiency of the labour market. 5. To analyse the expert opinion on the opportunities of the service provided by the Labour Exchange Office of Akmene region and its improvement tendencies. The study results are quite representative, reflecting the unemployed youth in the labour market and their motivation provisions. The study has revieled a number of causes such as lack of legislative framework, lack of funding, negative attitude of employers, lack of information about the procedure and other points because of which young people are not able to acquire work experience and establish themselves in the labour market. According to the conclusions of the research, the thesis provides recommendations which could help to improve labour exchange services and encourage the process of youth intergration into labour market.
