The master's thesis aims to find out why higher education is considered a public service. To reveal: the concept of higher education, the system and policy of higher education in Lithuania, the concept of higher schools, the concept and significance of the autonomy of higher schools, the regulation of higher education and problematic aspects. In order to reveal the availability, guarantee and peculiarities of the higher education service, the work compares the statutes of selected Lithuanian universities, which analyze how the provision of higher education is ensured. The first part of the work is more theoretical, dedicated to public administration and public service. Since higher education is a public service provided by the state, and public service is a field of public administration, for the sake of the clarity of the taught topic, it is necessary to clarify what public administration is (concept, content, goals), and also to clarify what public service is and how it is provided. In the second section of the work, matters relevant to the work are analyzed. Higher education as a public service was analyzed. The goal was to find out the concept of higher education, the system, the provision of public service of higher education, the entities capable of providing such a service, the accessibility of higher education, the significance of the autonomy of higher education. The third work chapter analyzes the regulatory system of higher education in Lithuania, regulatory issues, the quality of higher education and its assurance. An important goal was also to see and analyze the problems raised by higher education, lack of funding, autonomy, access to studies and students selection. |
