Abstract [eng] The master's thesis analyses the most important changes related to the local self-government body established in the local self-government - the mayor and its new legal status. The first part of the work analyses the historical development of the mayor's institute by reviewing the changes in the legal status of this entity that occur with the newer editions of the Law on Local Self-Government. The first part also analyses the decision of the Constitutional Court in 2002 December 24 resolution and the importance of this resolution for the further regulation of the legal relationship between the municipal mayor and the municipal council. The second part of this paper assesses the changes in the Law on Local Self-Government related to the strengthening of the mayor's position in local self-government and the essential changes of 2015 due to which essentially Constitutional Court in 2021 April 19 adopted a resolution, which recognized that the amendments to the Law on Local Self-Government, which established the direct elections of the mayor and established (some) new powers for the mayor with subsequent revisions, contradict the Constitution. Next, the work reviews public portals, public opinion statistics and other debates regarding the Constitutional Court’s decision in 2021 April 19 and the importance, advantages, or disadvantages of the resolution. The opinions submitted are reviewed. The work also analyses the changes that had to be implemented to consolidate local self-government regulation that would comply with the Constitutional provisions. The changes that were implemented at the Constitutional level are reviewed, as well as the changes established at the legislative level are analysed, which manifested themselves in the Lithuanian legal system by consolidating the model of a "strong" mayor and giving the mayor more powers. The master's thesis reviews certain European Union states (the Republic of Finland, the Kingdom of Denmark, the Slovak Republic) and the implemented models for local self-government and the distribution of powers between municipal councils and mayors.
