Abstract [eng] The main objective of the Master's thesis is to carry out a comprehensive analysis of the literature on the public sector and innovation in the European Union countries, and to conduct a study on the impact of public innovation in the European Union countries on the public services. The objective is to analyse the public sector and establish a clear definition of public innovation based on the literature review. This analysis involves identifying the principal and most pertinent methods of classifying innovations, which helps to distinguish the main differences between innovations in manufacturing and service sectors as well as between innovations in the private and public sectors. Furthermore, the literature study reveals the impact of innovation in the public sector on the quality of public services provided by the public sector itself. The research methodology is developed after proceeding a detailed literature review and an econometric research method is chosen, i.e. the construction of panel data pairwise regressions. The prepared panel data document is first analysed using graphical dynamic percentage change analysis and then processed using the RStudio statistical computing software. Conclusions are formulated regarding the impact of public sector innovations on four areas after conducting a detailed econometric analysis of the four pairwise regressions. The four affected areas include: government efficiency, regulatory quality, life expectancy and government expenditure on education. The conclusions and recommendations summarise the results of the main literature review and the econometric study. According to the author, the research results can be useful for conducting a more comprehensive and broader study on the impact of public sector innovations by incorporating other independent variables into the models.
