Abstract [eng] The Constitution of the Republic of Lithuania enshrines the right of every person to freely choose a job, the right to have suitable, healthy and safe working conditions, and to receive fair payment for work. Labor legal relations in the public and private sectors are regulated differently. Specific legal acts are used to regulate public sector labor legal relations. Different regulation of labor legal relations in the public and private sectors cannot be considered discrimination. Such specific regulation is considered a deviation from general legal norms. In this master's thesis, the main focus is on the different regulation of labor legal relations in the public and private sectors in labor law institutes, revealing the specificity of such different regulation. The concepts of public and private sectors are revealed, the concepts of discrimination and differentiation are compared. In the master's thesis, special attention is paid to revealing the differences in the regulation of different labor legal relations and to determining the reasons for such specific regulation. It is assessed whether such different regulation of public sector labor legal relations could be equated to discrimination in relation to the regulation of private sector labor legal relations.
