Abstract [eng] Recently our society is confronted with one of the sorest problems of the world, with unemployment, after the ominous economic situation has created in the country. According to the Lithuanian economists-theorists, this phenomenon, having reached a certain level, 6 %, influences negatively the unemployed themselves, the society and the state. Thus, the state, implementing the occupation policy, seeks for creation of the legal conditions more flexibly and for appropriate reaction towards the inevitable changes at the market by making adaptability of employees towards the changes at the market easier and simultaneously by securing their social security in case of unemployment. While analyzing the literature on the theme “Social guarantees of the persons in case of unemployment”, the author fixed the purpose of the present master’s final thesis, to investigate implementation of the function, executed by the state in the sphere of the occupation stimulation policy, the social security of the unemployed, and its efficiency in the group of unemployed inhabitants. As regards unemployment, the measures of the labor market policy, taken by the state, are of the dual nature, active and passive. Thus, various tools, assigned for providing the state support in case of unemployment, are analyzed in separate parts of the present thesis. The author considers the concept of social guarantees in case of unemployment and classification of the measures of the labor market policy: pasive, active, in the first part of her thesis. The second - provides the analysis of the occupational training and informal education of the unemployed and of the employees, who were warned about their dismissal. Attempts to reveal and to analyze the measures of the supported employment, created and fixed in the social security systems: employment by granting the subsidies; stimulation of acquisition of the work skills; public works, are made in the third part of the present thesis; these measures reduce one of the main social risk factors of the country, unemployment, by creating workplaces and by rendering the state-financed services to employers. The fourth - provides the analysis of one of the most important trends of implementation of the policy, directed towards increase of occupation and reduction of unemployment – towards creation of workplaces. The fifth - provides the analysis of the newest measure of the active labor market policy, the work rotation, due to which the employers can operatively find the employees, who meet the appropriate requirements and who can temporarily substitute the constant ones. Attempts to analyze the passive measure of the labor market policy, the unemployment insurance allowance, its interrelation with the active policy measures, are made in the final part. It is obvious that the Labor Exchange of Lithuania can offer a number of possibilities to the persons, who search, however, cannot self-dependently find the job. While investigating them in detail, the author aims at revealing and providing the thorough information to the unemployed and to the employees, who were warned about their dismissal from work, about the security, which is rendered by the state, if they become the unemployed, by familiarizing them with accessibility, arrangement of the measures of the labor market policy and with the possibility to make use of them. It should be noted that both a single person and the society attach priority to earning the money and not to paying the social allowances because the temporary material support of the persons, who became the unemployed, serves as the passive measure of the labor market policy. The following hypotheses are proved in the thesis, integration of the unemployed and of the employees, who were warned about their dismissal, into the labor market is secured by application of the active measures of the labor market policy; employment serves as the best social guarantee for the persons, who became the unemployed.
