In the master 's thesis analyzed the cultural policy implementation in multifunctional cultural center. The master's thesis consists of theoretical research object, research methodology substantiation and empirical research, where after evaluating cultural policy implementation problems in the multifunctional cultural center, prepared a hypothetical program for improving the multifunctional cultural center. Theoretical substantiation was made by presenting the concept of culture, cultural policy, reviewing the system of cultural policy, its participants, identifying the problems of cultural policy formation and implementation. In the scientific literature analysis part reviewed cultural policy legal regulation in international and national legislation. Based on scientific sources presented, multifunctional cultural center concept, its functions and significance, identified cultural policy implementation problems and opportunities in multifunctional cultural center activities. In the empirical part of the work performed documents content analysis about cultural policy implementation in Lithuanian multifunctional cultural centers. In accordance with the regional and national legal acts and strategies, in Lithuanian multifunctional cultural centers cultural policy is implemented in their goals and objectives, functions, strategies, by decentralization between cultural institutions, by promoting international cooperation. Using the semi-structured interview method, evaluated experts’ opinion on the cultural policy implementation and the possibilities for its improvement in multifunctional cultural center. Has been found that the legal environment governing the implementation of cultural policy in multifunctional cultural centers have limitations. The policy implementation is complicated by the fact that the laws and other documents are far removed from the daily life of the multifunctional centers. Funding problems are associated with a lack of money to ensure a decent salary for professionals in the cultural sector, to acquire material resources, to organize events and projects. The provision of cultural products is facing demographic change. To solve the problems related to the cultural policy implementation in multifunctional cultural centers, needed to strategically orient institutions activities, ensure international and regional cooperation, involve as many institutions and organizations as possible, involve private and non-governmental initiative, local community. Improving cultural products provision requires increasing the availability and quality of events, by using advanced marketing tools, digitization, and presentation of cultural products through various information channels, virtual space to support cultural products. The results of the research showed that the implementation of cultural policy in multifunctional cultural centers can be improved by creating conditions for public creativity and participation in culture, providing high-quality public services that meet community expectations, and developing an innovative cultural system that develops active and creative personalities. The work consists of 3 parts. To achieve master's thesis goal, was made the analysis of 43 scientific sources, 36 international and legal acts of the Republic of Lithuania and other sources. In research participated informants whose activities are related to multifunctional cultural centers in Radviliskis district municipality. |
