Abstract [eng] Problem questions: What is the situation in Lithuania in terms of the EU social rights pillar in the context of other EU member states? What measures are being taken to implement the EU social rights pillar in Lithuania? What are the preconditions for political pressure to implement the EU's social rights pillar? The aim of the research is to reveal the perspectives of the implementation of the EU social rights pillar in Lithuania. Tasks: 1. To analyze the mechanisms of social policy coordination and the concept of social rights in the EU and their manifestations in the process of implementation of the EU social rights pillar; 2. To analyze the situation in Lithuania in terms of the EU social rights pillar in the context of other member states, to highlight the main strengths and gaps and to identify existing problems; 3. To investigate what policy measures are being taken, what actions are planned to implement the EU social rights pillar in Lithuania; 4. Find out the preconditions for political pressure on the implementation of the EU social rights pillar. Research methods: Analysis of scientific literature, comparative analysis of statistics, thematic analysis of documents, semi-structured interview method, analysis of qualitative research and survey. Findings of the study: The three-part empirical study, using the method of policy change, the theoretical approach of policy streams (3P), aimed to reveal the perspectives of the implementation of the EU social rights pillar in Lithuania. The results of the study show that 1) The importance of social issues in the European Union, including the implementation of social rights, has historically increased and is now reflected in the EU's social rights pillar strategy; 2) All the analyzed principles of the EU social rights pillar are problematic and find a gap in Lithuania in the context of the EU countries; 3) The analyzed policy measures aimed at implementing the EU social rights pillar in Lithuania provide for measures, but they only partially meet the objectives of the strategy and respond to the reduction of problems; 4) Social issues and problems are becoming more and more important for the population of Lithuania and the whole of Europe; 5) The deprived persons participating in the survey recognize the greatest social rights and guarantees, sensitive social problems, challenges in ensuring social rights in Lithuania and the need for assistance from institutions; 6) Progress in the implementation of the EU social rights pillar in Lithuania is likely to be achieved only in selected areas, and most of the principles of the EU social rights pillar can only be expected to make partial progress.
