The Master's thesis analyses the improvement of public procurement in municipal administration. The Master's thesis consists of three parts: theoretical justification of the research object, justification of the research methodology and empirical study. On the basis of these, the possibilities of Akmenedistrict municipality to improve public procurement management are envisaged, and the conclusions and recommendations of the master thesis are formulated. The object of the research presented in the Master's thesis is the improvement of public procurement management by the municipal administration. The aim of the study is to identify and define the problem areas of public procurement management in the municipality and to justify the possibilities of improving the management of public procurement in the Akmene district municipality administration. The theoretical justification of the study is carried out by reviewing the concept of public procurement presented in scientific sources, its interdisciplinary nature, the significance of the new public management for its management, and the necessity of the application of the principles of good governance in the public procurement implemented in the municipal administration is justified. Based on scientific sources, the problems of public procurement administration, the problems of application of the main general principles of governance are revealed, and the possibilities of public procurement administration in the context of smart public management and e-government are identified. The choice of methods of public procurement management - centralisation and decentralisation - and the possibility of combining them at different levels of governance are justified, and theoretical models of public procurement improvement are analysed. The second part of the Master's thesis presents the chosen qualitative research strategy, methods of data collection (scientific literature, document analysis, interviews), analysis of the collected material, and the design of the research. In the third, empirical part, the results of the content analysis of the strategic and operational documents of Akmene district municipality, the analysis of the interview material, highlighting the significant categories for the analysed topic, are presented. Informants were interviewed using semi-structured interviews. The analysis of the informants' interviews revealed not only their support for the structural changes envisaged by the law, but also highlighted the problematic areas of management in the municipal administration of the Akmene District Municipality that are still awaiting the attention of the Akmene District Municipality leaders. The most important ones are related to staff competences, motivation and evaluation and assessment of results and proposals, monitoring of performance and risks. Based on the results of the study, guidelines for improving the management of public procurement in Akmene District Municipality were developed, covering procurement procedures, performance and human resource management, performance evaluation and control. Principled recommendations were made to the Akmene District Municipal Council and the municipal management. |
