The evaluation of the implementation of police reforms is analyzed in the master's thesis, the case of Šiauliai County Chief Police Commissariat is selected. The topic of the paper was chosen because frequent police reforms are currently very relevant and important, and an evaluation of the implementation of the reform is needed. The structure of the final work consists of 3 main parts: theoretical, methodological and qualitative. The theoretical part reveals the conceptual bases of police reform, reform implementation, evaluation and evaluation criteria and their indicators, as well as the theoretical conceptual model of police reform implementation evaluation. The second part of the work presents in detail the chosen research methodology and substantiates the research instruments. Document analysis, secondary document analysis, and semi-structural interview analysis were selected for the qualitative study. The results of the analysis of the survey data during the evaluation revealed that the police reform was on track. Although there have been many discussions and questions among police officers, over the years this question has answered all the questions and the necessity and necessity of parody reform. The analysis of secondary data allowed for a more degenerate into the cause of the need for reform, its course, changes, and its consequences. The results of the semi-structured interview revealed that the employees of the County Chief Police Commissariat were initially based on the negative changes in Šiauliai, but over time and observing the positive aspects of the reform, their attitude and understanding would have been less effective without the reform. The results of the study revealed that the introduction and updating of technologies, innovative solutions, improved working conditions and cooperation with various stakeholders, increased efficiency of problem solving, high-quality work to ensure public safety and the quality of public services have yielded positive results. Increase in employee motivation. However, much remains to be done to fully systematise policing. It is always different to work better and more efficiently, and I believe that this reform will not be the last, because every new process that solves the problems that have arisen yields good results and meets the expectations of society. |
