The implementation of employment policy in the problematic areas of Lithuania is analyzed in the master's thesis. The work consists of three parts. The first part of the work presents the theoretical substantiation of the implementation of employment policy in problematic areas. The concept and significance of the implementation of employment policy as a system in the context of the welfare state is revealed. Measures to increase employment have been identified, on the basis of which employment policy in Lithuania is being implemented. The employment support system is defined as the set of legal, economic, social and organizational measures in place to support the employment of jobseekers. The processes that have the greatest impact on employment are reviewed. The structure of employment policy implementation in Lithuania is analyzed. It is revealed that structural conditions and systemic factors have the greatest impact on employment, and the effectiveness of the state employment policy is seen as a key goal of the welfare state and encompasses many other social policy goals. The best practices of the employment policy of the European countries in solving the employment problems of the population of the problematic regions are analyzed. The second part presents the methodology of the study. The methodological part substantiates the research methods of the implementation of the employment policy in the problematic areas of Lithuania, which help to reveal the problem of the analyzed area, and to determine the essential directions of the implementation of the employment policy as a system improvement. The study is organized according to the logical scheme of the study. On the basis of it, the interrelationships between all parts of the research and the achievement of the objectives set out for the research are guaranteed. The method of qualitative research was chosen for the study, but both qualitative and quantitative approaches were used. Methods of document content analysis, secondary statistical data analysis, informant survey are presented. In the third part of the research, based on the method of content analysis, the most important documents determining the implementation of employment policy in the problematic areas of Lithuania are analyzed, and the directions of legal regulation of the implementation of the employment policy in the problematic areas of Lithuania are determined. After a secondary analysis of the statistical data, the economic and social indicators of problematic areas were examined, the employment situation was analyzed. In order to reveal the specifics of the situation of implementation of employment policy in Lithuanian problematic areas, to identify strengths and emerging problems, and to identify opportunities for improvement of employment policy in those territories, a survey of informants was carried out. The analysis of the results of the survey of the heads of the customer service departments of the Employment Service revealed the effectiveness of the implementation of employment policy as a system with the means to carry out processes through the existing structures in the problematic areas of Lithuania and helped to identify the directions for the implementation of employment policy as an improvement of the system. |
