Abstract [eng] The master's thesis analyzes the integration of corruption-resistant enviromental ways into the human resources management processes of the municipal administration. Creating an environment resistant to corruption is viewed through the prism of public governance, seeking effective ways to combat negative phenomena in the public sector. The object of the research is a corruption-resistant environment in the context of human resources management. The aim of the work is to distinguish the links between the elements of anti-corruption environment and human resources management after analyzing the theoretical concept of anti-corruption environment, to create an integrated model and to determine the possible application of such a model in Radviliškis district municipality administration. The aim of the work will be achieved by implementing the following tasks: after analyzing the links between corruption-resistant environment and human resources management processes and application factors, a theoretical model will be developed; the possible practical application and improvement possibilities of the theoretical model of a corruption-resistant environment will be integrated into human resources management. The master's thesis consists of theoretical, methodological and empirical parts, conclusions, recommendations, and references. The theoretical (the first) part analyzes the importance of national and institutional anti-corruption policy in the combat against corruption in the public sector, the possible coherence of anti-corruption ways with the organization's activities and management processes. The institutionalization of anti-corruption ways or the formalization of anti-corruption ways in the organization's documents and processes is examined. The role of the head of the organization in managing corruption prevention is reviewed. The in-depth aspects of theoretical modeling and process integration provide theoretical insights into the interrelationships and possible integration of the anti-corruption environment and human resources management processes in an organization. The second part of the thesis presents the methodological bases of the research. Research strategy, design and process are presented. Reasearch methods and their application in the study are explained: documents (legislations) analysis and secondary statistical data analysis, semi-structured interviews with experts and informants. Research samples and instruments are also presented. The organization of the study in accordance with ethical requirements shall is justified. In the empirical (the third) part, based on the content of documents and secondary analysis of statistical data, the situation of corruption prevalence and corruption prevention in Radviliškis district municipality is analyzed. Changes in the Law on the Prevention of Corruption of the Republic of Lithuania (wording from 1 January 2022) related to the creation of a corruption-resistant environment in the public sector are highlighted. The legal acts in force in Radviliškis municipality are analyzed and the necessary changes or additions to the preconditions for the integration of the corruption-resistant environment and the human resources management processes of the municipal administration are identified. Secondary analysis of statistical data identified results on the anti-corruption environment at the municipal administration level and identified links with human resources management processes. The analysis of the results of the informants' revealed the process of creating a corruption-resistant environment in the organization and its aspects, as well as the practical applicability of the presented theoretical model of integration of a corruption-resistant environment into human resources management.
