The master's thesis analyzes the theoretical and practical issues of the implementation of the principles of good governance in the management of police officers. The chosen field of investigation - the activities of the police commissariat - the implementation of the principles of good governance in terms of the management of the activities of police officers has not yet been analyzed in sufficient detail. The semi-structured interview aims to reveal the concept of good governance and the links with performance administration; to evaluate the experience of police officers and the application of new methods of good governance, the role of the legal framework for good governance, public confidence in the activities of officers, the importance of moral and ethical provisions in performance management. The interviews were attended by 3 police officers according to the set criteria: the interviewees are employees of the same field of activity, although they do not represent all the staff of the commissariat. The topic of the work is not very rich in the research that has already been done, so the chosen phenomenon is analyzed to make sure that the statements and insights formulated in the theoretical part are justified. The analysis of the material collected during the investigation allowed to draw the following conclusions: 1) police institutions must be guided by such concepts of good management that are significant and relevant to the activities carried out. Good governance differs from operational administration in freer and faster action, faster response to situations and decision-making. The experience of officials reveals their level of professional maturity and helps to avoid mistakes. The management of officials' activities is based on principles and operating methods, as in practice officials are involved in decision-making. The morality of officials and the observance of ethical norms in the institution are viewed responsibly, and personal values are perceived as the advantages of statutory officials. Good performance management is important for the confidence of police officers in society. The legal regulation of the management of the activities of police officers is sufficiently detailed, constantly updated and supplemented. In order to improve the management of the activities of officials, it is necessary to ensure their operational environment in order to correlate with the principles of good governance and to promote a better performance of the functions entrusted to them; 2) the results of the investigation show that the most important principles that directly determine the management of the activities of police officers and which must be followed by them are respect for man and the state, justice, selflessness, decency, responsibility, publicity, example, respect for human rights and freedoms, personal initiative of officials and coordination of official discipline. Good performance management is based on effective methods, but the novelty or professional distinctiveness of the methods has not become apparent. In order to improve the management of the activities of the officers of the institution in the police system, it would be appropriate to introduce a day - to - day approach to accountability management in line with the accountability principle, which was introduced in 2020. in some municipalities. Formal ways of involving police officers in decision-making are also observed. The principles of good governance are the guidelines by which an institution must make the right decisions to respond to changes in performance. |
