Abstract [eng] This master's thesis analyzes the topic of criminal law measures in the fight against terrorism in the European Union, examining the legislation of the Union and the Member States, comparing the legislation with the laws of non-Union countries. Significant reports, case law, conclusions of scientists in special literature and their evaluations in this field are also analyzed. The paper examines the concept and problems of terrorism, the types of terrorism presented by the EU and their differences, historical development. The work focuses on the measures taken by the European Union to combat terrorism, assessing the effectiveness of these measures. Issues related to border control, sanctions, prevention of money laundering and terrorist financing, data warehouses and information systems, control of social space, are revealed. It examines the institutions set up by the EU to combat terrorism, whose ongoing and core activities are monitoring, prevention and cooperation. The work pays special attention to individual EU and Member State institutions, such as financial and non-financial institutions and companies, banks, institutions providing passenger and freight movement services, revealing the preventive, protective and response tasks assigned to them. The main EU legislation aimed at controlling terrorism through criminal law is analyzed, revealing its significance and classifying it as one of the relevant EU measures in this field. The paper also reveals how EU measures in the fight against terrorism are implemented in Lithuania, analyzing the impact of the EU Counter-Terrorism Directive on Lithuanian law, and comparing the Criminal Code with the criminal laws of the EU and other countries of the world.
