Regulation is one of the most commonly used methods in public policy. This instrument is universal and the executive can choose how strict they want to use it to achieve their goals through appropriate regulators. For instance, government using legal regulation commit to provide social services that would help vulnerable groups to integrate more quickly into society and start to live independently. These days need for social services has grown strongly due to a rapidly aging society not to mention the fact that poverty and social exclusion also makes huge gap between different groups in society. In addition current Catalogue of Social Services does not correspond to today's realities, lags behind the EC recommendations, does not correspond needs of all groups, is inflexible and eclectic. That is why it is important to review it, pay attention to the recommendations provided and modify it to correspond people’s needs. The aim of the work is to weigh the proposed changes to the catalogue using the cost-benefit analysis method. The main problem of the research is that the newly offered Social Services Catalogue service “Finding and Involving Hard-to-Reach Customers in Help Process” would bring more benefits than costs. The object of the research is cost-benefit analysis of the service “Finding and Involving Hard-to-Reach Customers in Help Process”. Cluster analysis was performed with the SPSS program and 60 municipalities were divided into five clusters. Then randomly selected five municipalities and the costs and benefits of the newly offered services were calculated. Costs consisted of the following variables: a skilled workforce, transport services, costs of renting, utilities, unskilled labor, training and business trips. The benefits included: psychological counseling services, education, employment and other benefits. After calculating costs and benefits, the possible future prices in 2021 - 2024 were calculated and then the possibility of providing the service was evaluated. The study revealed that the benefits of the newly offered service are very high and exceed 1 point in all clusters. However it is much more difficult to fulfil the service: there are not enough funds in the planned municipal budgets to purchase this type of service. |
