Abstract [eng] The topic of corruption is becoming increasingly relevant in modern society in terms of building a welfare state and rapid state progress. In this case, public procurement as an investment in the development of the state is particularly important. Approximately 1 million of public procurement contracts are being executed per year in Lithuania, spending for more than half of the country's budget. The formal Law on Public Procurement and the mandatory publication of public procurement data do not ensure that public procurement is transparent. Those who engage in corrupt practices generally seek public procurement procedures to be conducted in a manner that complies with all legal requirements, while at the same time concealing the illegal activities that has taken place and the benefits derived from it. Various national and international diagnostic tests assessing the state of corruption in public procurement show that there are a number of corruption risks in Lithuanian public procurement, therefore Lithuania is classified as a high-risk country in the European Union. Although public procurement data are public, there are no analysis of these data in Lithuania yet, which would allow the identification of corruption risks and the application of more effective control and prevention measures. The aim of this work was to analyze the problems of Lithuanian public procurement, and perform a pilot test identifying corruption risks in Lithuania by adapting Fazekas-Tóth methodology of public procurement risk assesment.
