This paper examines the cooperation and non-cooperation of members of the Visegrad Group in decision-making. The effectiveness of decision-making is assessed in the light of the overlap / mismatch of national interests in the priority areas of foreign policy and security and the role of the V4 Presidency in reconciling the interests of the parties and shaping the overall V4 agenda. An in-depth analysis of the 2015 migration crisis, the Eastern Neighborhood Policy and V4 relations with Russia is presented in order to identify the factors that influence the V4 decision-making process; the analysis shows that cooperation and non-cooperation between the V4 countries is influenced by an additional factor of European Union policy. |
