Abstract [eng] The master's thesis analyzes the sustainable development of the Lithuanian construction sector. The construction sector itself is constantly being understood in a sustainable way as the sustainable development of the sector through public administration. The master's thesis consists of three parts theoretical, methodological and empirical, followed by conclusions, recommendations and a reference to the used literature. After analyzing the preconditions for the sustainable development of the construction sector, a strategic program for the improvement of public management in the Lithuanian construction sector is formed and substantiated. The first part examines the importance of public administration for the construction sector. The theoretical discourse of sustainable and harmonious development of the construction sector, defined dimensions, and their meanings are analyzed. Emphasis is placed on how sustainability and coherence are reflected in the development of the construction sector. Preconditions for increasing the energy efficiency of buildings are determined. The second part analyzes the methodological bases of the research. The philosophical and methodological approach of the research is presented, the logical scheme of the research is created. The methods used and their application in the study are explained: documents, statistics, PEST and SWOT analysis, and semi-structured interview. The research stages are made, the interview instrument and the research sample are presented. The organization of interviews by ethical requirements shall be justified. The third part, based on the content of the documents and statistical data analysis, highlighted the importance of sustainable public governance for harmonious development in the construction sector, healthy housing, quality of the living environment, and the need for legal regulation and building energy efficiency assumptions. Based on the analysis of theoretical sources, statistical data, and content of documents, the analysis of external and internal environmental factors of the Lithuanian construction sector was performed. Based on the analysis of the results of the experts' speeches, the strategic visual expression of the Lithuanian construction sector public management improvement program for 2021–2027 at the level of goals and objectives has been formed. After summarizing the results of the master's thesis research, conclusions and recommendations are presented. It has been established that only the efficient public management of this sector can ensure the sustainable development of the Lithuanian construction sector and the implementation of strategic goals. The implementation of sustainability and coherence requirements in the construction sector is a prerequisite for the successful implementation of the results set out in the European Green Action Plan by 2050. The recommendations to the Seimas of the Republic of Lithuania propose to improve the law on public procurement applicable to the construction sector, adopt the law on healthy housing and quality environment, and draw up a short-term and long-term capacity and human resource needs plan for the Lithuanian construction sector. The recommendations to the Ministry of Environment of the Republic of Lithuania propose to establish clear criteria for assessing whether housing is healthy and high quality of life, to apply measures to encourage construction companies to invest in innovations and other advanced technologies, develop methodology and provide financial incentives for sustainability in the construction sector, to deal more effectively with the construction sector in times of crisis or economic uncertainty due to the COVID-19 pandemic.
