The master thesis analyzes the modernization of housing and its implementation in the district municipality of Mažeikiai. The paper analyzes scientific literature, legal acts, and strategic documents. In the theoretical part of the paper, analysis of the scientific literature was performed, which helped clarify the definitions of housing, housing policy, modernization, housing modernization policy, and holism. It also provides a theoretical overview of housing policy in the context of the welfare state. After analyzing the types of the welfare state, it was established that Lithuania probably belongs to the post-communist welfare state type. The theoretical part reviews the concept of sustainability in the modernization of apartment buildings, and the methodology of holism which is the basis that is necessary for solving the problems that have arisen in the process of modernization. The methodology of holism has not been identified in the corpus of Lithuanian scientific literature. Foreign researchers have examined the methodology of holism only in theory so far, but hope that this practice will soon be developed in practice. The final section of the theoretical part analyzes the challenges of the modernization system, as well as the reasons hindering the modernization of apartment buildings. The methodological part of the paper presents the problem tree, the logical scheme of the study, the research methods and instruments are described. The basis of the quantitative research sample is described, the characteristics of the qualitative research are presented. The empirical part of the paper includes the content analysis of documents from the Republic of Lithuania, the European Union and Mažeikiai District Municipality, the results of qualitative and quantitative research are presented. The quantitative study was carried out by means of an online survey, 96 survey forms were filled in by residents using the Apartment Renovation Modernization Program and 166 survey forms were filled in by residents of non-modernized apartment building. The qualitative study analyzed the opinion of two experts with at least 5 years of experience in the field of apartment house renovation, and an informant with at least one year of experience. Statements were formulated based on the examined opinions. After completing the qualitative and quantitative studies, the main reasons for the low number of modernized houses in Mažeikiai District Municipality were identified. The quantitative study found that residents do not want to modernize apartment buildings because they do not believe in the benefits of modernization, a clearer presentation of information and greater attention of the municipality are needed. During the qualitative study, experts stated that the modernization of apartment buildings in Mažeikiai District Municipality is slow, and the main reasons are too frequent changes in the implementation conditions of the modernization program, inefficient dissemination of information, poor knowledge of modernization benefits and resistance. |
