The master's thesis analyzes the activities of public libraries and their quality management and evaluation methods. Social, economic and political aspects influencing the activities of libraries are analyzed. The library is a place of knowledge, culture and leisure. It is a constantly evolving and renewing and modern technology center. Libraries are changing and, while book publishing is very important, the mission of libraries is no longer limited to that. Modern libraries are contemporary, constantly learning, applying and disseminating best practices, open and accessible to everyone. In the management of libraries, in order to achieve quality, there must be constant measurement and comparison of activities, so that it is possible to self-evaluate activities and adjust them if necessary. An analysis of the scientific literature and documents revealed that modern libraries have changed beyond recognition. From the rapid integration of IT into libraries, they have become training centers and leisure spaces. This additionally requires from libraries not only the professionalism of human resources, the leadership of managers, but also the creation of an infinitely strong motivational system. Today’s library staff needs to be able to perform many functions, constantly learn and improve. The analysis of the documents of library activities revealed that the most important thing to understand in library activities is that the most important thing is not quantity, but quality. How the services were provided, what lasting significance it gave to the consumer and society. It is important that each user meets their needs to the maximum. In addition, libraries would contribute to improving the quality of life. In order to determine the preconditions for the improvement of the quality of activity, a qualitative study was performed for the self-assessment of the quality of the activity of Telšiai district public libraries. This analyzes the possibilities and results of the organization’s activities. Opportunities such as leadership activities, human resource management, or change management in an organization depend on what the organization is doing to achieve the best results. Outcome criteria measure the perception of how the society, citizens / customers evaluate the organization, how the organization achieves its goals. The study revealed a lack of comprehensive research to assess the quality of services provided and to anticipate future activities in line with consumer expectations. And it is the main criterion for achieving the quality of activities that are consumers, their level of satisfaction with the services they receive. The research also reveals the shortcomings of the motivational system. Employees feel underestimated, there is a leveling in the evaluation of employee performance, which should not be the case. Therefore, it is important that library managers listen to employees and anticipating users in the organization of business processes. |
