The master thesis explores the expression of e-leadership in Šiauliai City. The purpose of the research is e-leadership in public sector organizations. The thesis goals to theoretically analyse the concept, presumptions of e-leadership, to disclose the expression of e-leadership in public sector organizations in Šiauliai city, and to formulate alternatives for the explanation of e-leadership difficulties. The purpose of the thesis was achieved by the following tasks: 1) to reveal the e-leadership concept and configuration from a theoretic point of understanding; 2) to analyse aspects and manner of e-leadership application in modern public administration institutions. The above-mentioned tasks were extended through the submission of approaches of scientific literature analysis, qualified analysis, generalization, document analysis, interview, content analysis. The master thesis involves of introduction, theoretical, methodological and empirical parts, conclusions and recommendations. 61 literature sources were used for the preparation of the thesis (30 of them are in foreign language). The theoretical part exposes the extending, conception, the pattern of e-leadership, the importance of its application in modern public sector institutions, as well as aspects, manner, and theoretical presumptions for the evaluation of progress in e-leadership. Analysis of scientific literature has shown that e-leadership is obligatory for the enhancement of modern public sector organizations that operate in the context of the constant development of information and technologies. The following part contains the methodology for the empirical study that proposes to evaluate e-leadership in public sector institution. This part presents a general conception of the analysis, defines the selection of methods for the data collection and processing, describes the instrument of the research and its logic, selects survey example, defines the organization of the study. The thesis concludes with a discussion and recommendations. Recommendations present possible solutions for the development of e-leadership in Šiauliai city municipality administration. |
